Exchange Server - Read Reciept on mass mailing

Our HR department sent out a message to all users (about 1000) and put a read
reciept request on it. None have been coming back. Does Exchange block that
many read reciepts from going to one mailbox in a short time? Should they
have been allowed through?
Exchange 2003, SP2
Outlook 2007

One more detail...The message was sent to one distribution list with everyone
in the company in it. Does that mean the read reciept is for the D/L, and not
the users?

Exchange doesn't block. There's a chance most folks decided not to send a
read receipt - the client (Outlook/OWA) does let you choose if you want to
send one.

DLs/DGs are merely aliases or containers - the membership is "expanded"
during message categorization and the entire message is delivered to
recipients.

Read receipts are unreliable, client based and should not be used to
determine if a message was read or not.
