I would like to know if I change the IP address of the Configuration DC what
do I need to do in Exchange 2003 to make it work correctly. I would like to
know the things that I need to watch out for if it breaks. Thank you in
advance.

If you want to watch what is going on, turn up diagnostic logging on (I
believe it is) MSExchangeAL DSAccess. Or is it Directory Access? Something
like that. Then watch event log entry 2080 that comes out every fifteen
minutes to verify that the Exchange server can contact the DC.

The host records should update dynamically when you reboot the machines or
you can manually re-register them from a command prompt.

I have a follow up question. Do I need to do anything special with Exchange
if our external IP also change by changing ISP provider. Zone transfer?

If your SMTP Connector is configured to use a smart host, you will need to
change that. If your SMTP virtual server is configured to use a smart host,
remove that and create an SMTP Connector with a smart host that points to
the new ISP's SMTP server(s).
