duplicate emails

I have Exchange 2003 Standard edition. Most clients are accessing it via

POP3 - using Outlook 2003. Every time someone needs a new workstation or

remote computer setup their entire inbox is downloaded - but - it will get

so far then start redownloading emails. I have to babysit every new setup

and go to OWA and delete the several emails that it stops on - then it

continues until it hits another email it deoesn't like - why does it do this

all the time. One client every Expedia email caused this. No other email

system I have used or setup does this....there is a patch mentioned for

Outlook but it's for earlier versions - can anyone shed some light on what

needs to be done to prevent this, why is their seem to be an incompatibility

issue between two microsoft products?
